Camilo Sandoval
Managing Partner & Founder
Camilo Sandoval is the Founder and Managing Partner of Pacific Square. He previously served as a Senior White House Advisor and a key member of the 45th Trump Administration and the Trump Presidential Campaign from January 2016 to January 2021. More recently, he was an advisor to the 47th Presidential Transition Team.
Camilo served as the Federal Chief Information Security Officer for the United States and was the White House principal advisor in the formulation of federal cybersecurity, artificial intelligence, and technology acquisition policy. He oversaw over $120 billion in technology budgeting across all federal agencies, playing a pivotal role in improving national defense acquisition and critical infrastructure defenses.
Prior to this, Camilo served as Chief Information Officer (CIO) for the Department of Veterans Affairs, leading the technology portfolio for the largest integrated healthcare and financial services organization in the United States. Overseeing a $325 billion enterprise, he transformed VA technology operations, driving innovation and operational excellence to deliver digital healthcare solutions for over 9 million veterans and supporting 380,000 employees. Managing a $4.5 billion technology budget and directing 16,000 IT professionals, he enhanced the department’s efficiency, impact, and service delivery.
Camilo previously led President Trump’s transition team at the U.S. Department of the Treasury, overseeing the confirmation process for the 77th Treasury Secretary and driving the implementation of the President’s Management Agenda within the administration’s first 100 days.
In the early 1990s, Camilo served in the United States Air Force and the National Security Agency, specializing in signals intelligence at Misawa Air Base, Japan, from 1993 to 1998. He later transitioned to Wall Street, spending over a decade in healthcare investment banking, mergers & acquisitions, and risk information management.
Camilo earned a bachelor’s degree in finance from the University of Texas and his master’s in business administration (MBA) from Indiana University as a Consortium Fellow.

Dr. Kenzo Fujisue
Senior Advisor
Kenzo Fujisue is the Co-Founder of Pacific Square, bringing over 18 years of policy-making experience in Japan’s House of Councillors and 13 years at the Ministry of International Trade and Industry. He has cultivated deep expertise in innovation, science and technology, ICT, energy, and environmental policies, with a career spanning policy formulation, implementation, and analysis. In addition to his extensive government experience, Kenzo holds multiple graduate degrees and has served in professorial roles, further strengthening his strategic insights and approach to policy development.
Kenzo has built a robust global academic network, collaborating with esteemed institutions such as the Oxford Internet Institute, the Indian Institute of Technology Hyderabad, the Institute for Ethics in AI at the Technical University of Munich, the Cyber-Laboratory at Carnegie Mellon University, and the Massachusetts Institute of Technology. These affiliations highlight his commitment to advancing research and innovation, fostering strategic partnerships, and shaping policies with a global impact.
Kenzo obtained a professional boxing license in 1996 and continues to train alongside professional boxers. As a member of the Tokyo Institute of Technology’s Varsity Rowing Team (Boat Club), he earned several prestigious accolades, including a silver medal in the All Japan Freshman Championship (+4) in 1983, a bronze medal in the All Japan Lightweight Championship (+8) in 1984, and a silver medal in the All Japan Championship (+8) in 1985.

Holly Ham

Holly Ham is a strategic growth advisor focused on mid-sized to large organizations seeking market expansion with technology-enabled solutions. Holly served in the 45th Trump Administration with a Presidential Appointment as Assistant Secretary for Management at the Education Department. In this capacity, she led and directed over 200 employees responsible for security, privacy, workforce management, benefits, facilities, FOIA, and organizational performance. Holly also had oversight of contracts and grants, finance and accounting, and logistics. She also held senior positions at the White House Initiative on Asian Americans and Pacific Islanders, the Commerce Department, and the Housing and Urban Development Department. Each unique role offered connection points with the American people to touch public policy, economic drivers, and citizen-centric services.
Prior to public service, Holly spent over two decades in private enterprise focused on increasing organizations’ productivity through technology. She spent the early part of her career as a management consultant for Fortune 100 firms seeking to optimize strategic sourcing, procurement, finance and accounting, and human resources operations. Her work enabled Chevron to save $470M and The Clorox Company to save $120M – both annually – by increasing efficiency through a combined model of business improvement processes, technology, and redeploying and retraining human talent.
As a sales and business development executive for EDS/HP, Holly managed a $2B portfolio in energy and utilities, leading multiple teams to provide strategic solutions to complex senior-level challenges, including enterprise data management and security, enterprise resource planning enhancements, applications modernization, and cloud initiatives. Customer success was a result of confidently addressing a myriad of challenges, garnering support across business divisions, and exhibiting long-term return on investment.
Holly is a graduate of the University of Houston, where she received both her Bachelor and Master of Business Administration degrees, graduating as a member of Beta Gamma Sigma. Based in Texas, Holly spends time between Houston and Washington, DC.

Currently based in Europe, Joey maintains a global perspective, frequently traveling between the U.S. and key international markets to work directly with clients.
