As the former Commander of U.S. Forces Japan and the Fifth Air Force, he served as the senior U.S. military representative in Japan, overseeing 66,000 military and civilian personnel, supporting 45,000 family members, and managing one of the most consequential bilateral security relationships in the world.
A command pilot with more than 5,000 flying hours in 10 different aircraft, Rick led missions and major commands across Europe, the Middle East, Northeast Asia, and Washington D.C. His career reflects a rare combination of operational mastery, strategic diplomacy, alliance management, and large-scale organizational leadership.
